Releasing its report, the anti-graft body under direct supervision of the prime minister, said a large number of employees in the Army, police, civil service, universities and local bodies had not furnished the property details.
NVC Spokesperson Bishnu Raj Lamichhane said a total of 2,388 Army officials were found not to be furnishing their property details while 149 police officials, 6741 civil servants, 69 professors and 1,142 local development officials had not disclosed their property.
The Centre has recommended that the Commission for Investigation of Abuse of Authority take action against those breaching the legal requirement of submitting their property details on time.
Former minister Ram Sharan Mahat, who was recently awarded by the The Banker as the world’s best finance minister, is also among those not submitting his property details.
Former ministers Radha Gyawali and Neelam KC furnished their property details after the deadline. They will be fined with Rs5,000 as per the Act.
The Corruption Prevention Act-2002 requires persons holding public posts to make their property details public within 60 days of joining
the service and 60 days of the fiscal year end. The law authorises the anti-graft body to fine an official Rs5,000 for failure to submit the details on time.
As the NVC has no authority to take action, it plans to recommend that the CIAA punish the defiant officials.
In 2013, the CIAA was asked to book around 35,000 bureaucrats, politicians and police officials for defaulting on the report. But the request was not heeded.
NVC officials believe the number of defaulters did not fall as the constitutional body failed to take stern against the law violators. Strict implementation of the NVC recommendations by the CIAA could bring in millions as fine to the state coffers.
