The Nepali Congress is preparing to adopt a four-tier party structure at the 13th General Convention scheduled to take place on March 3-6 in Kathmandu.

The party is working on adopting structures at centre, provincial, electoral constituencies and village levels from the convention to make its organisations compatible to a new constitution.

A committee formed for the purpose has proposed such structures which are expected to be finalised after consultations with top party leaders. A meeting of committee on Wednesday tentatively finalised the federal structures, but could not complete its tasks as two members Prakash Sharan Mahat and Bal Krishna Khand remained absent.Formulha Mansur, another committee member, said they held discussions on ways to make the party’s structures more inclusive as per the constitutional provisions.

The establishment faction is pushing for increasing the number of general secretaries, but the Deuba faction is against it. Similarly, the party is also divided over increasing the rights of the party president.
