As part of its preparation to formulate a five-year action plan for reconstruction of earthquake-ravaged houses and infrastructure, the National Reconstruction Authority has asked key concerned ministries to present a detailed action plan at the earliest in accordance with the recently endorsed reconstruction policy.

The authority, the central body responsible for post-quake reconstruction and rehabilitation, has asked the Urban Development, Federal Affairs and Local Development, Education, Tourism, Culture and Civil Aviation, Education, and Health Ministries to submit their action plans for rebuilding infrastructure under their watch.

“We have urged all the ministries to submit detailed action plans in writing at the earliest based on the reconstruction policy,” said acting NRA Secretary Madhusudan Adhikari. The authority has recently finalised the policy on how to begin reconstruction works and channelise funds for the quake survivors.

The ministries had presented the details on the damage of infrastructure during the preparation of the Post-disaster Needs Assessment. This time, the authority has sought detailed plans for reconstruction projects. The NRA plans to formulate a five-year action plan before beginning reconstruction. “We need key ministry’s action plans before finalising our own,” said Adhikari.

The authority, which has symbolically begun the national reconstruction campaign by laying the foundation stone of a temple in Kathmandu in mid-January, has set the target of beginning actual reconstruction in all the villages of quake-hit districts by April 25.

The NRA is preparing to begin housing reconstruction from February-end by laying the foundation stone of a resource centre in Dolakha district. It has set the target of beginning reconstruction from one resource centre in each of the 14 quake-affected districts by the third week of March which will be expanded to other areas by the first anniversary of the disaster.

The authority is preparing to establish a resource centre in four or five clusters of VDCs. The list of facilities to be provided by the government for the earthquake-displaced families would be announced at the centres.
