A two-member team of the Nepali Congress has prepared the draft amendment to the Parliamentary Party (PP) statute in line with the provisions of the new constitution.A two-member team of the Nepali Congress has prepared the draft amendment to the Parliamentary Party (PP) statute in line with the provisions of the new constitution.
Party leaders Ramesh Lekhak and Mahesh Acharya, who are close to party President Sher Bahadur Deuba and senior leader Ram Chandra Poudel respectively, have identified the clauses of the statute that need to be changed. Meetings of the party’s PP and Central Working Committee have been called to finalise the amendments.
The amendment proposal will be tabled at the PP meeting first. The PP decision will be endorsed by the CWC, according to leaders.
Once endorsed, the current provision of electing five representatives from the five development regions in the PP working committee will be replaced with the provision of electing seven representatives from the seven provinces.
The CA Statute will be retitled as the PP Statute. Representation of leaders from ethnic groups will also be ensured while forming the PP working committee, leaders said.
Poudel had demanded statute amendment before the election for the PP leader and the working committee. Due to the delay in electing the PP leader, the meeting of the Constitutional Council has not been held, affecting nominations for several constitutional bodies.
Poudel and Deuba are in the PP leader race as consensus appears slim. However, the Poudel faction is considering other alternatives too. Some leaders have suggested that Poudel should not contest the election if there no signs of his victory.
If Poudel backtracks, Prakash Man Singh is likely to fight against Deuba for the PP leadership. The faction led by Krishna Prasad Sitaula holds one dozen votes, which could be decisive in the poll. But Sitaula has not announced whom he will support. Poudel discussed his prospects with his supporters on Saturday.
According to Nabindra Raj Joshi, a Poudel supporter, Singh is likely to contest in the election. “We will take a final decision on Sunday about the candidate,” he said.
