Speaker Onsari Gharti has said the formulation of the parliamentary regulations got delayed as efforts were on to draft it on the basis of political consensus.

Talking to media persons at Biratnagar Airport on Saturday, she called on political parties to have a consensus on the formulation of the House rules. 

As per the constitutional provision, political parties are left with no alternative to consensus to form the parliamentary hearing committee. 

The Legislature-Parliament expects its budget session to commence in the first week of May, Speaker Gharti said. 

Responding to a query of journalists, the Speaker said the voices of the Madhesi parties regarding the new constitution would be addressed through Parliament.

She also pledged to play a facilitating role for bringing the agitating forces and major political parties to the negotiating table.
