During the deliberation on the document presented in Parliament by President Bidhya Devi Bhandari on Sunday, NC chief Sher Bahadur Deuba said that the ruling coalition cannot implement the policies as its tenure was short-lived.
He claimed that the government would not be able to enforce its plans without political consensus.
In his first public statement after his attempts to topple the incumbent government were foiled, Deuba was also vocal against the decision to hold the local elections in November-December. The largest party on Monday registered a 16-point amendment to the policies.
The NC argues that it is not feasible to hold the local body polls before April-May next year. “How can the government hold the election without restructuring the local bodies as required by the new constitution,” Deuba said, asking the government to wait for the report of the Local Body Restructuring Commission.
