VDC secretaries in Kavre have expressed their grievances over high daily workloads, warning of a delay in earthquake reconstruction unless the situation improves. The District Development Office has deployed the majority of secretaries to carry out reconstruction works on top of their regular administrative duties.

Citing difficulties in performing their duties, Secretary of Patlekhet VDC Subarna Das Shrestha urged the DDC to provide additional human resources. “The reconstruction works will be affected if the concerned authority doesn’t take concern,” said Shrestha.

Speaking at a programme organised by the DDC and National Reconstruction Authority (NRA), the majority of VDC secretaries complained about their daily workloads.

The VDC have been tasked with signing aid agreement with the quake victims on behalf of the government.

“As it is, VDC secretaries have been facing problems to perform day-to-day administrative works. They will face difficulties to sign reconstruction aid agreements due to lack of human resources,” said Chairman of the VDC Secretary Rights Protection Forum Bishwonath Dahal.

Meanwhile, NRA Chief Executive Sushil Gyewali assured the VDC officials that the apex reconstruction body would add human resources to intensify the rebuilding works. “Engineers, sub-engineers and other staffers will also help VDC secretaries in their work,” said Gyewali.

The NRA has already signed reconstruction aid agreement with around 750 households of Rapiopi VDC in the district. A District Disaster Management Committee data shows 83,224 houses were damaged by the devastating quake on April 25, 2015.
