Speaker Onshari Gharti informed the House on Saturday that the process will begin on the day even if there is no consensus among the parties on the content.
The preparation of the ruling parties to take forward the process of finalising the parliamentary regulations on Saturday was pushed back after the main opposition Nepali Congress sought time to forge consensus on disputes surrounding the rules.
In a meeting of the major parties held at the prime minister’s residence on Friday, the NC sought more time to find consensus on the disputed issues, mainly the size of the Parliamentary Hearing Special Committee.
While the ruling parties are demanding downsizing the committee to 15-strong as provisioned in the new constitution, the opposition seeks continuation of the 73-member committee.
Parliament will vote to decide the rules if the ruling and opposition parties still stick to their stances.
