Prime Minister Pushpa Kamal Dahal has directed members of the High-level Federalism Implementation and Restructuring Directive Committee to work firmly for implementation of federalism.
Addressing a meeting of the committee at the Prime Minister’s Office in Singha Durbar on Tuesday, Dahal said it would be difficult to implement federalism without being “wisely ruthless” as a failure would create constitutional and political problems. Dahal directed the ministers and secretaries to work long and hard to complete the tasks on time.
According to Minister for Law, Justice and Parliamentary Affairs Ajay Shankar Nayak, the meeting decided to hold a special meeting of the committee on September 15.
The PM said administrative restructuring was as important and challenging as geographical restructuring but that needed to be accomplished to implement the constitution. Chief Secretary Som Lal Subedi, who is the member secretary of the committee, told the meeting that the ministers were anxious whether their ministries would be scrapped during the restructuring.
On April 8, the government formed the committee for necessary directions and coordination among the mechanisms working on state restructuring. The high-level committee was also mandated to devise necessary policies and rules to ensure effective implementation of the restructuring process as provisioned by the new constitution.
The panel includes ministers for Federal Affairs and Local Development; Finance; Home Affairs; Law Justice and Parliamentary Affairs; Defence; General Administration, and the National Planning Commission vice-chairman and its member secretary as members.
