The lingo fell on them while devotees were hoisting it to mark the beginning of the festival.
Bhum Bahadur Gurung, an Army man, had his leg fractured while another person injured in the incident has been identified as Pushpa Lama.
Lama has been admitted to Bir Hospital, said DSP Santosh Acharya.
The eight-day festival of Indra Jatra began on Tuesday in Kathmandu and the lingo is considered the symbol of unity, victory and power.
The festival is observed to celebrate Indra, god of rains.
The lingo was brought to Hanumandhoka from Sankhu on Saturday. Two years ago, one person had died after the lingo fell on him.
Appropriate security measures have been put in place to avoid any untoward incident in coming days, said DSP Acharya.
Kumari, the living goddess, is taken around parts of the city in a religious procession during the festival.
