Discussion after motion is tabled tomorrow

Parliament has decided to table the impeachment motion registered against chief of the Commission for Investigation of Abuse of Authority Lokman Singh Karki in the Legislature-Parliament on Tuesday for theoretical discussion.

The House meeting on Sunday decided to table the motion at 3pm on Tuesday. According to Speaker Onasari Gharti, theoretical discussion may start on the same day but could be postponed till the next meeting if the parties so request. The deliberation could take one to three days depending on the number of lawmakers willing to speak.

CPN (Maoist Centre) lawmaker Mahendra Bahadur Shahi, the proposer of the motion, will table it in Parliament, explaining the reason for Karki’s impeachment. CPN-UML Chief Whip Bhanu Bhakta Dhakal, who seconded the move on Wednesday, will also present his views.

Parliament was scheduled to table the motion and start discussion on it on Thursday but the meeting was postponed at the request of Prime Minister Pushpa Kamal Dahal. The House meeting called on Sunday was adjourned until Tuesday as the Nepali Congress sought time for homework over the impeachment process.

“The NC asked for two more days but it would be against the parliamentary regulations to table the bill later than seven days from its registration,” Gharti told the media after the House meeting on Sunday.

A two-thirds majority of lawmakers is necessary to endorse the motion. Since it requires 397 votes, the impeachment motion cannot be passed without the support of the NC, which has 207 members in Parliament. The Maoist Centre and the UML have a total of 265 MPs.

Parliament’s call acceptable, CIAA states

KATHMANDU: Acting chief of the Commission for Investigation of Abuse of Authority Deep Basnyat has said the decision of Parliament is “acceptable to all” in the impeachment motion against suspended CIAA chief Lokman Singh Karki. Instructing staffers at the anti-graft body on Sunday, Basnyat asked them to work in a way that elevates the image of the watchdog. Amid reports of the commission under Karki harassing the accused, Basnyat asked officials to treat someone who faces investigation with respect while taking their case seriously, the CIAA said in a statement.
