Two of them were caught with fake Nepali citizenship documents.
Deputy Superintendent of Police (DSP) Binod Ghimire said the suspects could be involved with an international terror organisation.
It is possible that they were here to obtain Nepali citizenship documents so that they could travel to other parts of the world, he said.
Asan Miya and Sijarol Mallik, who had fake Nepali citizenship documents, were paraded before the media on Tuesday. The duo had been living in the hotel for the past three months while the other four suspects, whose names are being withheld, had arrived four days ago.
DSP Ghimire said Miya and Mallik had fake citizenship documents that state their permanent address as Pascim Kusaha, Sunsari, when in fact they hail from Tangail and Pabna districts in Bangladesh.
Nepal Police have arrested several criminals from Bangladesh and India with Nepali citizenship documents in the past.
