Prime Minister Pushpa Kamal Dahal on Monday called government secretaries on the carpet for failing to act as per his instructions and demanded progress reports of the ministries they represent.

“Immediately after I assumed office I had instructed all concerned to distribute the first tranche of private housing construction aid within 45 days. I also wanted doctors at all primary health centres within three month,” PM Dahal told the secretaries.

“Now I need to know what progress has been made. I also want progress report regarding launching of ‘the government with poor’ programme.”

He also demanded progress report on his announcement that Rs 1,000 would be given to the parents in Kailali region who register birth of their children.

PM Dahal’s concern on Monday comes days after his government marked the first 100 days.

Speaking to the media on November 11, when the government completed its first 100 days, PM Dahal, however, had claimed that his government had achieved “300 days’ work”.

“Even 18 months after the devastating earthquake we have not been able to accelerate reconstruction work,” said PM Dahal. “Thousands of families are still deprived of grant and assistance announced by the government,” he added. “Tens of thousands of people are still living in makeshift shelters. The winter has already set in. I want to see how you are going to address this grave issue. I am waiting for results.”

Instructing the top government officials to complete various unfinished projects in the districts, PM Dahal asked them to find out why many office chiefs in the districts were absence from work and why they frequently visit the Capital to attend seminars and conferences. “I urge you all to manage office chiefs to remain in the districts,” he said. Expressing concern about sluggish progress of national pride projects, PM Dahal also asked the government officials to take measures to complete them on time. Qualitative construction works for long-term advantage and revival of Biratnagar Jute Mill, Hetauda Textile Industry and Nepal Drugs Limited were some other instructions given to government secretaries.

Expressing concern about the problems facing Nepali migrant workers in the wake of falling oil prices in the Middle East, PM Dahal said, “I need a comprehensive report on what impact it will have on Nepalis working there and how our economy will be affected.”

The prime minister also demanded progress reports on the 28-point instruction he gave on August 7, particularly on  effective implementation of the constitution, completion of remaining tasks related to the peace process, reconstruction and housing grant distribution, market monitoring and plan to address power crisis among others.
