‘Bureaucracy, administration need immediate reforms’

The High-level Administra-tion Reform and Monitoring Committee headed by Kashiraj Dahal submitted the report to Prime Minister Pushpa Kamal Dahal on Monday, pointing out the need to reform the structure, working style and evaluation system of the public administration to achieve sustainable peace, development, good governance and prosperity as envisaged by the constitution.
“To address concerns of the citizen, the country’s administration structure and its working style should be changed or overhauled,” says the report, calling for its review to provide reliable and affordable service to the people.
There is a grave concern among the people that the present service delivery system could not provide effective and affordable service on time, it says giving specific references as to where and which sectors needed to be reformed.
As the country is marching towards the federalism, the report has suggested, the government prepare an outline of the administrative structure at the central, provincial and local levels as per the constitution, and implement the administrative restructuring system based on the commission’s recommendations.
“It is necessary to make civil servants responsible for result-based services and to enforce new public administration principles by determining their duties and responsibilities,” Dahal told reporters after submitting the report which has also called for an administrative restructuring of the existing system for employees at the federal, provincial and local levels as per Article 302 of the constitution, dissolving the regional offices and directorates.
Essential laws should be drafted and an environment conducive be ensured to hold the elections as per the federal set-up in a new structure, it has suggested while stressing the need to ensure the provisions and rights contained in the constitution to the common people.
Receiving the report, PM Dahal said that the government is committed to implement the constitution. “It will be implemented as per committee’s recommendation,” said the PM who later handed it over to Chief Secretary for immediate and effective implementation.
