The main opposition CPN-UML appears confident that the constitution amendment bill, tabled in Parliament on Sunday, will fail if it is put to vote.
Ghanashyam Bhusal, a senior UML leader, gave four explanations why the bill will fail in Parliament. “Firstly, the Samyukta Loktantrik Madhesi Morcha itself has not accepted the proposal. Second, a significant section of both the ruling CPN (Maoist Centre) and Nepali Congress is against the proposal. Third, the Supreme Court has clearly stated that any changes in demarcation must get the approval from concerned provincial assembly. And finally, nine opposition parties command 201 votes that can easily fail the bill,” said Bhusal.
Some UML leaders, however, believe that there is little likelihood the bill will go any further from here.
Sources claimed that the government on Sunday tabled the constitution amendment bill in Parliament as per an understanding reached among the major parties, including the main opposition UML.
According to Bhusal, that the bill now has been tabled in Parliament, the parties would in a day or two start discussions to “find a package deal” aiming at declaring dates for local polls.
A Maoist Centre leader also told the Post that the amendment bill would not get endorsed as the governing parties fall far short of two-thirds majority.
