A high-level probe commission formed to investigate into Tikapur incident of 2015 visited Tikapur in Kailali on Tuesday.
The commission led by former Supreme Court justice Girish Chandra Lal Karna held discussions with political parties, civil society leaders and victims.
The team will stay in Tikapur for three days.
“It looks like the incident took place when Tharus were protesting demanding their rights from the state,” Karna said, adding that the issue needs to be resolved at the political level.
Nine persons, including a senior police officer and an 18-month-old boy, were killed in the violence on August 24, 2015.
Scores of people were injured and property worth millions of rupees was destroyed.
