A study conducted by the Parliament Secretariat has estimated that Rs4.25 billion is required annually for overall management of federal and provincial parliaments.
A 12-member team led by Joint-secretary Bharatraj Gautam came up with the details of estimated costs and other logistical requirements for the federal and provincial parliaments.
The main expenditures include salary and allowances of lawmakers and costs
of running the secretariats, parliamentary party offices and various committees besides logistical arrangements.
According to the constitution, the total number of parliamentarians at the Centre is 334—275 from the House of Representatives and 59 from the Upper House.
The estimated expenditure for members of both the Houses and the Parliament Secretariat is Rs1.7 billion.
In the absence of a suitable venue, the Legislature-Parliament meets in the rented halls of the International Convention Centre at New Baneshwor while the Parliament Secretariat is located inside Singha Durbar.
The report says there is no alternative to holding meetings of the bicameral parliament in the same building. As many as 435 officials will be required to run the Parliament Secretariat.
Rs2.55 billion is estimated to be spent on provincial lawmakers, Provincial Assembly Secretariat and logistical requirements.
There will be unicameral Houses in the seven provinces. The total number of provincial lawmakers is 550.
Since there are no buildings for provincial parliaments, the report suggests using existing government buildings for provincial parliamentary sittings.
Neither are there buildings for the residence of speaker and deputy speakers of provincial parliaments.
“The task of arranging for parliament buildings, secretariats, and offices for parliamentary committees, among others, is a challenging one,” the report says. There will be five committees under each provincial parliament.
