“This constitution has failed to institutionalise the rights of the Madhesi people and therefore it cannot be implemented without amending it,” Yadav said while addressing the last meeting of the Legislature-Parliament on Saturday. “The constitution has failed to address the demands of the Madhes and Madhesi people”.
The amendment proposal brought by the Nepali Congress and the Maoist Centre falls short of addressing all the demands of the Madhesi people but that too could not be endorsed due to some rigid stance taken by some parties, he said. “The constitution fails to ensure equal rights to all,” he said, adding that the Madhes-based parties were often blamed for supporting foreign forces for demanding equal rights to the Madhesi people.
