“The government apparently feels threatened by the protests in different parts of the country and avoiding its responsibility,” he said during an interaction in the Capital on Sunday.
Rawal claimed that Prime Minister Sher Bahadur Deuba was shying away from his duty of naming temporary capitals.
“The government is saying that it cannot designate temporary capitals owing to constitutional complexities. There is no logic in that argument. This government is simply inept to take the decision,” he said.
Law Minister Yagya Bahadur Thapa told the interaction that the government in fact had no right to name temporary capitals.
“Not just this government ,the upcoming government will also have no authority to name provincial capitals since the Article 288 (2) of our constitution clearly states that a provincial capital shall be decided by a two-thirds majority of the concerned Provincial Assembly. It is not up to the government to make decision on the matter,” said the minister.
