Govt gives staff 15 days to apply for local unit posts
The government on Monday sought applications from the civil servants willing to work at the local levels within May 1 in order to fill vacancies there.As per the Interim Organisation Structure approved by the Cabinet on March 28, the local levels need an additional 16,080 staff. According to the Ministry of Federal Affairs and General Administration (MoFAGA), a total of 21,716 officials including those recruited by the erstwhile local bodies, those mobilised by the local offices of the central administrative bodies and the Centre.
The Cabinet has approved a total of 37,257 seats for the local units—Municipalities, Rural Municipalities and District Coordination Committees.
In a notice on Monday, the MoFAGA asked the government staff to submit their applications at their current office by mentioning their 15 preferred local units in five districts within May 1. If such offices are based in Kathmandu Valley, according to the notice, the applications should to be submitted at the respective ministries. For those offices outside the Valley, the applications should be submitted at the District Coordination Committee (DCC) in the respective districts. The DCCs should then forward the applications to the ministries concerned within three days of the deadline. “Anybody, from joint secretaries to non-gazetted staff, can apply for suitable positions at the local levels,” said MoFAGA Spokesperson Rudrasingh Tamang. The government has, however, decided to mobilise a special-class civil servant (secretary) as administrative chief at the Kathmandu Metropolitan City.
The government has already planned to mobilise the staff at the local levels soon after receiving the applications, Tamang said.
But this is just a temporary measure to help out the local units until the permanent deployment process which will start once the Organization and Management Survey is carried out in each local unit, according to officials.
The temporary staff mobilisation will be based on the Standards on Mobilising Government Staffers at the Local Level-2018 that was unveiled by the MoFAGA on Monday.
According to the document, the staff will be assigned in certain post as per seniority, their preferred local units and permanent address. “If there are more applicants than the number of staff required in certain local units, excess staff will be mobilised to another unit within the district or province,” it says.
If both husband and wife are civil servants, priority will be given to mobilise both of them in the same local unit or any other unit within the district.
A district coordination officer or chief administrative officer will be mobilised while taking into account the current office of such staff, service length, performance and experience.
“The women employees with child aged below one and those suffering from grave illness will be mobilised at the local units of their choice,” the documents states.
While mobilising the staff, the local units will have to first fill vacancies at the ward level before posting them at the main office.
