The regulation of the Upper House will be tabled for the voting on Sunday’s meeting which is most likely be endorsed unanimously. The HoR on Friday approved its regulation, paving the way for the formation of 10 thematic committees in addition to the two that have the common representation from both the Houses of Parliament. According to Rajendra Phuyal, secretary at the NA, the Upper House will have four committees while there will be two common committees of the federal parliament.
“The regulation will be endorsed on Sunday which clears legal hurdles for the formation of the committees, while also setting the legal framework for the operation of the Upper House,” he told the Post.
While the HoR and the NA will have 10 and four thematic committees separately, the Parliamentary Hearing (PH) and Impeachment Recommendation Committees will be common with the lawmakers from both the Houses on those committees as members.
The PH committee will conduct hearings of the nominees for ambassadorial posts or constitutional positions before their appointments. The government has been blaming the lack of such committee for not nominating candidates for appointment as chief justice, chief of anti-graft body CIAA and ambassadors.
With the endorsement, the federal parliament will get its regulation four months after its first meeting. Officials at the Parliament Secretariat say the formation of the House committees will begin a week after both the Houses get their regulations.
