CM Raut welcomes Centre’s initiative on state police force

Province 2 Chief Minister (CM) Mohammad Lalbabu Raut has welcomed the federal government’s initiative to enable provincial executive to mobilise police.

He said police administration is in the process of moving forward in coordination with the provincial government.

Speaking at a programme in Janakpur on Sunday, CM Raut expressed his approval over the federal government’s preparation to issue an interim executive order through a Cabinet decision.

“Regarding the mobilisation of police, the federal government has taken a prudential decision to hand over the responsibility to the provincial government,” CM Raut said.

 He, however, claimed that the federal government took the decision over the police mobilisation after Province 2 endorsed Provincial Police Act.

 “Provincial government cannot run well without police administration. The federal government perhaps understood it and decided to bring the interim executive order,” added CM Raut.

Conflict between the federal and provincial governments had flared after the Provincial Assembly in Province 2 endorsed Provincial Police Act by suspending a provincial assembly regulation on October 13. The Province 2 government further planned to bring three other provincial laws but Friday’s Cabinet meeting decided to halt the process for the time being as the Prime Minister’s Office assured them to enact federal laws within a month.

Following pressure from provincial executives— mainly the Province 2 government— to draft a federal law governing security deployment, the federal government is preparing to issue an executive order through a Cabinet decision to authorise the provinces to handle their internal security affairs.

According to the constitution, the federal government should come up with Federal Police Act and Public Service Commission Act to ensure the smooth functioning of Provincial Police Act.
