Government agencies have been slow to initiate necessary action against errant government staff in line with the instruction of the National Vigilance Centre.

The agencies concerned have informed the centre that they have taken action against unruly staff in just 26 percent of the cases as of December end 2018 of the current fiscal year.

The NVC had monitored 324 offices in 18 districts, recommending actions in 988 cases. But the agencies concerned have only initiated actions in 276 cases. 

During the inspection, 729 government employees were found absent during office hours without notifying their supervisors, while 259 did not wear office uniform.

NVC Spokesperson Bishnu Raj Lamichhane admitted the poor reporting on action taken by offices concerned. “This suggests either many of the offices have not initiated action at all or they did not report to the centre on time,” he said. “So we are following up on the offices concerned.”

Directing all the agencies to follow its recommendation, the NVC has warned of action against chief of the office concerned if they failed to implement the regulations. Some offices have nullified the attendance of truant staff, while issuing warning to rowdy employees of possible action unless they mend their behavior. On November 18, Kalaiya Sub-Metropolitan City nullified the attendance of its staff Bhes Bahadur Lama after he remained absent from the office for 21 days without notice. 

After dismmising his clarification as unsatisfactory the office vacated Lama’s attendance, according to the letter sent by the Kalaiya Sub-Metropolis to the NVC.

The Social Welfare Council sought a clarification from its Acting Director Bhagawati Sangraula on December 12, 2018 for being absent from office without notice on October 21, and warned of action as per the rules. The council also served warning letters to its Assistant Director Rajan Koirala and Assisant (Second) Lal Bahadur Bishowkarma.

Similarly, the Survey Office, Chabahil issued warning letter against its surveyors Binod Kumar Raut and Nagenra Pandit on December 7 for not remaining absent from the office on November 30 without notice. 

On December 5, the Division Forest Office, Lalitpur issued warning letter to Assistant Forest Officer Bishnu Bahadur KC for attending office without uniform. The NVC has directed the offices concerned to register all the actions iniatiated against staff members in their record books and send them to the Department of Civil Personnel Records.
