Ansari had earlier served time for his involvement in fake Indian currency racket.
He was shot by an armed man on March 10, 2011 at the Central Jail in Sundhara when he was serving time in connection with possessing fake Indian currency and contraband drugs.
A probe team formed under the leadership of then IGP Rabindra Pratap Shah had tabled a report concluding that 'foreign forces' were involved in the shooting.
Police spokesperson Ganesh KC said that the details of Ansari's arrest would be made public soon as investigations were underway.
