House begins theoretical discussions on govt policies and programmes

Taking part in the deliberations, Nepal Communist Party (NCP)’s Bishnu Poudel said the government policies and programmes had given priority to the issue of national independence and incorporated the issues of education, health, drinking water, sports, energy and railway construction. He expressed his hope that policies and programmes would be successful in implementing the constitution and bringing fundamental rights guaranteed by the constitution in practice.
Bharat Kumar Shah of Nepali Congress said the policies and programmes failed to present any substantive base for allocation of rights in the province and lacked any strong foundation for achieving a double-digit economic gain and creation of sufficient job within the country for the people. Mohammed Aftab Alam from the same party demanded the government include the provision for establishing a separate hospital for workers in the document.
In view of NCP’s Kamala Roka, though the document is positive, it failed to address aspirations of the remote people. She insisted on the need of bringing a policy aims to promote 'war tourism'. Naradmuni Rana from the same party said the policies and received a good response from youths due to its promise for creating job opportunities.
Rastriya Janata Party Nepal's Amrita Agrahari expressed concern that a 'moment of silence' was not observed in respect of martyrs during the ceremony held for presenting the policies and programmes which according to her spent no words for the Madhes and other communities facing injustice.
Federal Socialist Forum Nepal's Renu Kumari Yadav expressed her concerns over the missing of word 'honorable' for the Speaker and House members in the government policies and programmes. Even during the monarchy in the country, the Speaker and House members were used to be addressed as 'honorable'.
Rastriya Janamorcha's Durga Poudel spoke of the need of integrating the issues of protection of rights of poor, farmers and workers; promotion of rural tourism; upgrading of community schools and guarantee of free healthcare facilities for the indigent people.
