Software problem halts under-secretary adjustment

The government failed to start the scheduled adjustment of under-secretaries to the three layers of government on Sunday due to problems in the software, officials at the Ministry of Federal Affairs and General Administration said.
The government has already issued letters to 56 secretaries (special class gazetted officer) adjusting them to the federal civil service while documents related to the mobilisation of 662 joint-secretaries (first class gazetted officer) have already reached the Cabinet.
“Since the software encountered a problem, the details of under-secretaries could not be put in for preparing the letters of adjustment,” said Suresh Adhikari, spokesperson for the ministry. “Hopefully, we can start the process on Monday as we are working to fix the problem.”
The government plans to start the adjustment of under-secretaries from the administrative service. They number around 900. “The letters of adjustment to the under-secretaries from other services such as health, agriculture, engineering and education will also be issued gradually,” said Kedar Paneru, joint-secretary at the ministry.
As per the Ordinance on Employees Adjustment, the Cabinet decides the posting of the special class and first class officers. In case of the civil servants of under-secretary rank and below, the ministry that operates the particular bureaucratic service can issue the letter of adjustment.
“This means we can fast-track the adjustment of lower level civil servants,” said Adhikari.
