They said the goons backed by political parties bar applicants from applying for the bidding if they are not provided with demanded commission.
WIDDO chief Bhilananda Yadav said the rivers may wash away riverside settlements if the construction of embankments at Daulatpur VDC and Gulariya Municipality in Bardiya is not started within this month.
The WIDDO announced a bidding process on February 26 to start the construction but had to cancel it due to unhealthy competition among applicants, he said.
The WIDDO re-announced a tender notice on April 17 and 41 contractors applied e-bidding till Tuesday evening, the last date for applying, while eight contractors submitted paper application at the office, WIDDO officials said.
A source said local goons are planning to cancel this bidding as well if they do not get demanded commission from the applicants.
Contractors were barred from registering tender applications on Tuesday by spreading rumour that original copies of the application were being torn by local goons, Yadav said.
Ten police personnel led by Assistant Sub-inspector were mobilised on the WIDDO office premises for security.
