House resumes after 5-point deal among major parties

The opposition parties had been obstructing the House since August 29, demanding the implementation of the four-point deal which mentions the formation of a High-Level Political Committee (HLPC).
A meeting of the senior leaders of the ruling parties—Nepali Congress, CPN-UML—and main opposition UCPN (Maoist) in the Capital today inked a five-point deal, agreeing to address the pleas of the opposition parties.
The parties have also agreed to form HLPC, a cross-party mechanism, as demanded by the UCPN (M). Though UCPN (M) had been pressing for permanent leadership of the committee, the meeting today has decided on rotational leadership of the committee.
According to the agreement reached today, UCPN (M) Chairman Pushpa Kamal Dahal will head the committee for the first two months. The committee will include three members each from NC, UML, UCPN (M) and Madhesh-based parties while Rastriya Prajatantra Party and CPN-ML will have one member each in the committee.
Any decision taken by the cross-party committee will be based on consensus. Likewise, the parties have also agreed to provide Rs. 200,000, in two installments, to the families of the deceased and the disappeared ones in the armed conflict and other democratic movements.
