The draft, over which public opinion is being collected, has ensured the rights such as rights to free health and education, employment and food security, among others.

The experts pointed out the need for delivering the rights based on the state’s ability. The state’s obligations on sectors such as health and education should be based on its ability to provide such services and economic viability, said Former  National Planning Commission Vice-Chairman Shankar Sharma at an interaction organised by the South Asia Watch on Trade, Economics and Environment (SAWTEE) here on Monday.

Former Nepal Rastra Bank Governor Yuba Raj Khatiwada said  categorising “social security” under fundamental rights could pose an unlimited responsibility to the state coffers at the cost of capital formation.
