Although the government was scheduled to present and pass the Reconstruction Bill 2072 at the Legislature-parliament Tuesday, it could not be tabled reasoning the need of additional discussion.
In view of some more days needed to pass the bill, the government has planned to form an alternative measure to make the Authority functional, said Secretary at Office of the Prime Minister and Council of Ministers, Shant Raj Subedi, adding that discussion was on whether the related ministries could be assigned the responsibility on physical infrastructures.
Although the Cabinet meeting discussed it, no decision was made.
After the parliament failed to pass the bill, the ordinance on the formation of the Authority has naturally been void.
The ordinance on the formation of Authority was brought on June 21 considering the International Conference on Nepal's Reconstruction of June25.
On August 13, the government had appointed Vice-Chairman of the National Planning Commission Professor Dr Govind Raj Pokhrel as the Chief Executive Officer of the Authority while Dr Taranidhi Bhattarai as the member.
The Authority's meeting on August 25 had decided to include 31 earthquake-hit districts as the area of its work.
