Indian Foreign Secretary S Jaishankar is flying into Nepal on Friday as Prime Minister Narendra Modi’s special envoy. He is expected to take stock of Nepal’s political situation and convey Modi’s message to Nepal’s political leadership.
Sources said that Jaishankar, along with Joint Secretary Abhaya Thakur and Indian Ambassador to Nepal Ranjit Rae, would reach Kathmandu with “Modi’s old message of widest possible agreement” on Nepal’s new constitution. The team is visiting Nepal two days prior to the promulgation of new constitution.
Rae, who flew to New Delhi right after meeting President of Nepal Ram Baran Yadav on Thursday, briefed PM Modi, Secretary Jaishankar and National Security Advisor Ajit Doval on the situation in Nepal. According to a high level source, Rae stressed the need to address the concerns being raised in Tarai region that borders with India during the constitution promulgation process.
“High-level political consultation is needed to forge a widest possible agreement even as the new constitution has been endorsed by an overwhelming majority,” the source quoted Rae as saying.
Conveying “Delhi’s message”, Rae had urged the three political parties in Kathmandu last week to delay the voting process in the Constituent Assembly for a few days.
The foreign secretary’s Kathmandu visit is said to have been scheduled following Modi’s decision. The Jaishankar-led delegation will meet President Ram Baran Yadav, Prime Minister Sushil Koirala, leaders of the major political parties, leaders of Madhes-based parties and disgruntled faction of the Tharu community. The team will return Delhi on Saturday morning.
While in Kathmandu, the Indian delegation could also touch upon the issue of a new government, according to a source at the Indian Ministry of External Affairs.
Meanwhile, Indian Home Minister Rajnath Singh has urged for “the widest possible agreement” on the new constitution in Nepal. During his meeting with Nepali Ambassador to India Deep Kumar Upadhyay, Singh said that India had always respected the decision made by Nepali people.
