Advocate Kapil Dev Dhakal had filed the petition on February 10, accusing the government of violating the rule of seniority in the IG appointment process. The writ was lodged before the Cabinet took the decision. The government appointed DIG Chand as the IG on February 12. On the same day, DIG Nawaraj Silwal, the first in line for appointment, had moved the SC seeking a stay order. On Tuesday, Sushil Pant, Purnaman Shakya, Satish Krishna Kharel, Prem Bahadur Khadka, Hari Upreti, Din Mani Pokharel and Madhav Basnet, among others, pleaded before the bench of Judges Hari Krishna Karki and Tej Bahadur KC in favour of DIG Silwal.
