Service-seekers had to first receive a coupon from the office and fill a digital form with address mentioned in the coupons. But after thousands of people queued up since early Sunday morning to receive the coupon, the situation became too chaotic to handle for DoTM office, District Traffic Police and District Police Office.
DoTM chief Shyam Kumar Singh said they had distributed the coupons to ease the licence form filling process. Singh said the previous process of filling and submitting form was complex and they had hoped the coupon distribution system would make it effective.
The office said people have queued some three kilometers south of the office to get the coupons. Forms for driving license were opened in Koshi after a gap of nine months.
The injured three persons are receiving treatment at Apex Hospital in Itahari.
