UCPN (M) to downsize CC in convention

The UCPN (Maoist) is planning to select 75 Central Committee (CC) members through a direct election process in its national convention that begins Thursday to uphold the democratic practice inside the party.   

The party will downsize the current 300-member jumbo CC to 99-member to make it functional and effective. The remaining 24 CC members will be nominated by party’s office bearers after the convention concludes.  

The party leaders say adoption of electoral process will enhance the intra-party democracy, while 24 seats which have been allocated for the nomination will make CC more inclusive.  “The direct election process may not ensure the representation of diverse communities. So, we will make CC inclusive through a nomination process,” said leader Barsha Man Pun.

The first priority, according to leaders, is electing the CC members through a consensus, and if consensus eludes, there will be direct election in the convention like in the district and village level, said the leaders.  

In the district and village level, the Maoist party selected its representatives through a direct election process. The national convention which begins on Thursday will deliberate four key agendas: downsizing of party structures, deliberating the party’s political line, transforming the party leaders, and taking formal decision about the party unification with other communist parties.  

According to leaders, around 1,500 representatives will discuss a political document which will be presented by party Chairman Pushpa Kamal Dahal highlighting the above mentioned issues.

The convention will pass a proposal about downsizing all the existing party structures—- Central Committee, Politburo, Standing Committee and office bearers. The Politburo will include just one- third member of the CC. Similarly, the size of Standing Committee will be one-third of the politburo and office bearers will be one-third of Standing Committee, respectively.

An intra-party committee formed to amend the party’s statute has proposed five-member office bearer— chairperson, vice-chairperson, general secretary, secretary and treasurer— which will be smaller than the previous seven-member body. The amendment proposal prepared by Pun will be presented in the convention for deliberations.

In his political document, Dahal has proposed to make party unification with leftist parties that is close to the party’s agenda. According to Maoist leader Agni Prasad Sapkota, the convention will pass Dahal’s proposal that states that party unification should be made by breakaway party CPN-Maoist and other fringe parties. Dahal has also stated that if unification is not possible, party should work to attract the leaders from other parties, including from CPN-UML.
