Intellectually disabled deprived of allowances

An intellectually disabled youth, Gita Prasad Sapkota of Sahugaun, Tupche-3, has been tied inside a house since the past 20 years, and deprived of the state allowances in the absence of the country’s citizenship certificate.
Born with physical anomalies, Sapkota’s legs and hands are frail, and to make matters worse, he happens to be speech and hearing-impaired. Meanwhile, due to being differently abled he has not managed to reach concerned authorities in the district headquarters Bidur, an hour away from the village, eluding him a citizenship certificate and the allowances.
According to his parents, they had taken Sapkota to various medical facilities in the country including the Capital in his childhood days but to no avail. “It has been difficult to take a grown up to the medical facilities these days,” said Sapkota’s father Narayan Prasad, adding that they had tied him up for his own safety for he is victim to frequent sudden seizures and has the tendency to wander off.
Moreover, in a startling revelation, Sapkota is kept half-naked due to his tendency of urinating and defecating on his clothes.
Although the then Chief District Officer Dallu Raj Basnet, after reading about his condition in Kantipur daily and the Post, had assured to hand him the citizenship certificate along with a disabled certificate. But the situation gathered dust once Basnet was transferred elsewhere. Sapkota’s younger brother Ganesh has been requesting local NGOs for their assistance. Their mother Deuti has also started falling ill looking at the rueful condition of her son.
