Preparation to appoint VDC secys, Assign more officials for rehab

The Ministry of Federal Affairs and Local Development (MoFALD) is planning to mobilise additional officials and fill the secretarial vacancies in around 300 VDCs of various earthquake-hit districts, to streamline the relief, rehabilitation and reconstruction works.

The ministry, in support of the Public Service Commission, has initiated the process for the appointment of VDC secretaries.

Preparations are also underway to mobilise technical teams to oversee the reconstruction project, said Somlal Subedi, secretary at the MoFALD.

“Each technical team will have three members comprising an engineer, a sub-overseer and an accountant,” he said.

The technical teams will be mobilised to the earthquake-hit areas after the National Planning Commission and the Ministry of General Administration have approved the proposal tabled by the MoFALD.

In the absence of elected people’s representatives at the local level, the functioning of local bodies has been affected. The government failure to appoint secretaries in many VDCs have also hamstrung the development and administrative works.

In the wake of the April 25 earthquake, rescue personnel and relief materials could not reach many villages in time owing to the absence of local government representatives to supervise and coordinate the aid works.

The damage of government office buildings further compounded the crisis.

According to the MoFALD, as many as 78 VDC office buildings were destroyed and 400 others were damaged by the Gorkha earthquake  and its aftershocks.

Five office buildings of the district development committee in Sindhupalchok, Dolakha, Rasuwa, Nuwakot and Solukhumbu, and eight municipality office buildings were also destroyed.
