Rank insignia conferred on four AIGPs

The Cabinet had decided to promote DIGs Yadav Adhikari, Sushil Bar Singh Thapa, Parsuram Khatri and Bishwo Raj Shahi on April 8, more than a year after the Supreme Court order to the government.
Inspector General of Police Upendra Kanta Aryal conferred the insignia that would be due to the officials effective from August 14, 2014.
The officials will work hard to ensure peace and security in the country at a time when there are many challenges facing implementation of the new constitution, Aryal said.
Speaking on behalf of the promoted officials, AIG Adhikari said justice has been eventually delivered. “We will do our best to serve the nation and the people of the country,” he said on the occasion which was attended by many high-level police officials.
The police officials had long been fighting for justice on their promotion. It all began on June 27, 2014 when the Promotion Committee under the home secretary recommended seven names for the post of AIG.
However, erstwhile Home Minister Bam Dev Gautam created two more positions, increasing the number of AIGs to nine, and promoted officials who were at the bottom of the pile.
The four disgruntled senior police officials then moved the court against the decision. On September 24, 2014, the apex court directed the Office of the Prime Minister and Council of Ministers, Home Ministry and Nepal Police headquarters to promote the four DIGs.
The government challenged the apex court order, but on December 18, 2015 Chief Justice Kalyan Shrestha upheld the court’s earlier decision and quashed the government’s review, clearing the way for their promotion.
