House panel summons CIAA chief, commissioners

The Good Governance and Monitoring Committee (GGMC) of Parliament on Friday decided to summon Commission of Investigation of Abuse of Authority Chief Commissioner Lok Man Singh Karki and other commissioners to discuss the allegations that anti-graft body had interfered in exams of Kathmandu University (KU).
The CIAA chief and the commissioners have been asked to be present before the House panel on Sunday.
The GGMC decided to summon the CIAA officials after holding discussions with KU officials on Friday morning. KU Registrar Dr Bhola Thapa and Dr Narendra Jung Rana, dean of School of Medical Sciences on Friday morning informed the House panel that the CIAA “had interfered” in the post-graduate examinations of KU’s School of Medical Sciences.
The CIAA has been accused of sending a “team of experts” and preparing new test papers, saying questions had been leaked. The CIAA move of interfering in an autonomous university’s activities has been widely criticised for going beyond its jurisdiction.
“There are many allegations against the CIAA. The alleged interference in the examinations is a serious matter,” said Mohan Singh Rathour, chairperson of the Good Governance and Monitoring Committee.
The GGMC decision to summon the officials of the anti-graft body on Friday comes at a time when Dr Govinda KC is staging a hunger strike demanding impeachment of CIAA chief Karki and reforms in the medical education sector.
The GGMC decision also comes a day after three lawmakers registered a motion in Parliament, seeking to discuss Dr KC’s demands in Parliament.
Nepali Congress lawmakers Gagan Thapa and Dhanraj Gurung and CPN (Maoist Centre) Shyam Shrestha on Thursday registered a motion of public importance in Parliament.
After their meeting with KU officials, many lawmakers had demanded that the parliamentary committee summon CIAA officials, including its chief, to discuss the anti-graft body’s alleged interference in the KU’s examinations.
