Commission sends reports back to 60 districts for verification

The LLRC has completed the mapping of local units (village and municipal councils) of 60 districts from where its technical committees had sent their
reports. The technical committees now will verify the mapping done by the central office.
The LLRC technical committees have been directed to ensure that no wards of any village development committee are spilt while carving out local units.
As per the Terms of Reference of the LLRC, wards cannot be divided while determining local units. According to LLRC Chairman Balananda Poudel, all the district technical committees have been asked to report to the head office about the mapping in a couple of days.
“We are pulling out all the stops to finalise our final report by the first week of December,” Poudel told the Post.
The government had asked the LLRC to finalise its report by November-end so as to allow ample time to the Election Commission to prepare for local level elections which have been announced for March-April.
The LLRC though has completed mapping of local units of 60 districts, it is yet to start work in eight districts of Province 2.
The Madhes-based parties, which have refused to recognise the LLRC’s work, have not let the technical committees in Province 2 to start work. Siraha, one of the districts in Province 2, is Prime Minister Pushpa Kamal Dahal’s constituency.
The agitating regional parties have been arguing that work to determined local units without resolving the row over provincial boundaries is nothing but a futile exercise.
Apart from eight districts of Province 2, technical committees from Nawalparasi and Rupandehi too are yet to submit their reports, as parties there are still divided over the number of units. The district level technical committees’ deadline ended on November 5.
The LLRC has decided to limit the number of local units (village and municipal councils) to 744 after revising the restructuring criteria. It has set the ceiling for each district, according to which the number of local units will be between 507 and 744.
