Guilty of grave human rights violations will be brought to book: Prime minister

Dec 11, 2016-Prime Minister Pushpa Kamal Dahal said on Saturday that those guilty of gross human rights violations would be brought to book. 

Addressing a programme organised to mark the 68th International Human Rights Day, organised by the National Human Rights Commission (NHRC), PM Dahal said the transitional justice mechanisms are investigating into the incidents of human rights violations committed during the decade-long armed conflict and that the government would act as per the recommendations made by the mechanisms. 

Dahal said the recommendations of the independent and autonomous human rights organisations including the NHRC would be implemented effectively. 

“It is essential to address the issues of economic, 

social and cultural rights of the people by not limiting the human rights issues to civic and political rights,” said PM Dahal. 

Dahal also urged everyone to make honest attempts to end all kinds of discriminations through the new constitution and safeguard the political achievements. 

Bills to form different commissions including Aadibasi Janajati, Madhesi, Tharu, Muslim, Dalit, Women and Inclusive Commissions are under consideration, he said. 

NHRC Chairman Anup Raj Sharma urged political parties not to take hard positions on the amendment proposal. 

I hope the voices of those who are not satisfied with the constitution would be heard through political consensus, he said. He also concern over the delay in drafting laws for the transitional justice mechanisms.

Sharma said the state has the duty to clarify the confusion among the stakeholders over the attempts to amend the laws related to transitional justice. The government should create a conducive environment for the NHRC to accomplish its constitutional and legal roles effectively, he added.
