Addressing a training session for party cadres at the CPN (Maoist Centre) central office in Perisdanda on Tuesday, Dahal stressed the need for elections to implement the new constitution and to institutionalise the latest political gains.
Stating that the agendas raised by the Maoists since the insurgency-era such as federalism, republicanism, proportional representation and secularism were institutionalised through the new constitution, the PM said the elections were essential for laying the foundation of federalism in the country.
Successful holding of the elections would be a victory for the Maoist party, Dahal said, stressing the need for unity among the pro-Maoist forces.
