The CPN-UML on Monday agreed to let Parliament function, paving the way for voting on Tuesday to elect the new prime minister.

The UML move follows a Supreme Court interim order against Saturday’s Election Commission decision to conduct re-election in Ward 19 of Bharatpur Metropolitan City.

The prime ministerial election, for which Nepali Congress President Sher Bahadur Deuba is the sole candidate, had failed to take place despite the Parliament Secretariat earlier scheduling it for Sunday 11am after the UML refused to budge from its stance and continued House obstruction.

An agreement to resume the House on Monday was reached at a meeting of top leaders of major parties called by Speaker Onasari Gharti.

“We have agreed to lift the House obstruction,” said UML Chief Whip Bhanu Bhakta Dhakal who was present at the meeting. “Voting to elect the new prime minister will take place on Tuesday. The UML will participate in the election process but will vote against Deuba.”

UML Chairman KP Sharma Oli was not present in the meeting which was attended by its senior leaders Madhav Kumar Nepal and Jhalanath Khanal. Outgoing Prime Minister Pushpa Kamal Dahal and Deuba were present in the meeting.

With the development, Deuba is now all set to succeed Pushpa Kamal Dahal as the 40th prime minister, as the current NC-Maoist centre alliance enjoys a comfortable majority in Parliament.

Dahal stepped down on May 24 to what he called honour a deal he had reached in July-August last year with Deuba that he would lead the government until the local level elections. Dahal announced his resignation through a televised address 10 days after the first phase of local elections in provinces 3, 4 and 6.

“The House impasse has ended. The country will get a new prime minister tomorrow,” said Minister for Law and Justice Ajay Shankar Nayak.

Parties present in the meeting on Monday made a four-point commitment.

They have agreed to hold the second phase of local elections on the announced date of June 28 and other two elections by January next year.

They have also decided to urge all not to repeat the mistakes committed during the first phase of elections.

They have also agreed to “take into consideration” the report prepared by a parliamentary committee—which was formed to investigate into irregularities during first phase of polls—for ensuring fair and impartial elections.

The House on Tuesday, according to UML’s Dhakal, will sit twice. Top leaders of the NC, Maoist Centre and the UML will address the House during the first meeting. The Speaker then will call a second meeting during which voting to elect the new prime minister will take place.
