Additional 2,264 cases registered with TRC

The second deadline for insurgency victims to file their pleas ended on August 11

Aug 18, 2017-As many as 2,264 additional cases have been registered with the Truth and Reconciliation Commission, taking the total complaints to 60,316 as the second deadline for insurgency victims to file their pleas ended on Friday.

The commission called on July 9 for complaints from conflict victims for final registration, giving them a month’s time. Many victims had complained of difficulties in registering their cases. As many as 58,052 cases were filed before the deadline for registering cases ended in August last year.

Lila Udasi, a member of the commission, told the Post that the highest number of complaints--900--were registered in Dang in the second time. Since cases filed through post offices will also be accepted, the numbers could go up slightly. The TRC has set up one office in each of the seven provinces for investigation into the cases while preliminary probe has already begun.

The TRC has seven months to investigate 60,316 cases. The transitional justice mechanism was formed in February 2015 with a two-year mandate of studying war-era crimes. However, it could barely register cases by the end of its first tenure. TRC officials blame a lack of funds and absence of laws and human resource for the slow pace of investigation.

The government on February 9 extended the TRC’s term by one year. 

TRC officials say it is not possible to complete the works in the remaining time, advocating yet another extension of their term.

Forming transitional justice mechanisms and providing justice and reparations for conflict victims was high on agenda when the Maoist revolutionaries joined mainstream politics in 2006.

However, it took over eight years for the government to form the Commission of Investigation on Enforced Disappeared Persons to look into the conditions of the disappeared and the TRC to probe the war-era cases of murder, rape and torture.
