Survey: 21 ministries require 2,600 staff

The government’s 21 central ministries would require around 2,600 civil staff, the Organisation and Management (O&M) Survey Committee said on Friday.

The committee, formed by the Cabinet on March 12, has the mandate to set up the organisational structure and the number of employees required by government offices.

The O&M Survey Committee, headed by the Ministry of Federal Affairs and General Administration (MoFAGA) Secretary, Shankar Prasad Koirala, had conducted the survey of central ministries in the first stage. 

The committee had sought details on the existing organisational structures and staff in the ministries.

“After the assessment of the current staff strength in these ministries, we concluded that 2500-2600 staff would be required,” a MoFAGA source, who did not wish to be identified, told the Post.

These ministries currently have over 3,000 employees, according to committee 

officials. 

The committee has to conclude the O&M survey in the next six months. Over the next six months, it will adjust government staff in central, provincial and local levels. 

According to MoFAGA Secretary Koirala, they planned to start O&M survey of departments under the various ministries after concluding the survey of the ministries. 

Before, conducting the survey of departments, the committee will first determine which department remains under the central government and the provincial government, and which department to scrap.

While the government has delegated much power to the local governments through the budget introduced for the current fiscal year, such transfer of power is yet to take effect in the recently instituted provincial governments.

Currently, the central government has temporarily deployed government staff under the provincial and the local governments. 

The authority will adjust the staff permanently after the conclusion of O&M survey.

The government has decided to deploy 1,505 staff in the provinces temporarily. Of these, the MoFAGA has deployed 1,090 from the administrative services while additional staff will come from judicial, accounting and foreign affairs services.
