Province 3 Assembly defers discussion on capital

A meeting of the Province 3 Assembly scheduled to discuss the provincial capital has been postponed until further notice. The move has deferred the deliberation on designating the provincial capital for the time being.

Assembly members Chandra Lama on Wednesday and Badri Mainali on Thursday tabled separate proposals at the Provincial Parliament Secretariat demanding Kavre and Nuwakot as the capital, respectively.

The provincial government faces the charge of trying to avoid discussion on the issue. Minister for Internal Affairs and Law Shalikram Jamakattel, who is also the parliamentary party leader of the CPN (Maoist Centre), said there would be no discussion soon on the proposals for provincial capital. “The disputed issue will be discussed only after endorsing the [government’s] policies and programmes as well as the budget,” he added.

Speaker Sanu Kumar Shrestha agreed that there would be no discussion on the provincial capital soon. “Agendas for discussion are prepared by the Business Advisory Committee. There is no possibility of the BAC meeting as the assembly was postponed on Friday until another notice,” said Shrestha.

The provincial executive faces a tricky situation as the proposals on declaring the provincial capital were tabled by ruling party lawmakers.

Meanwhile, agitating student organisations in Hetauda submitted memoranda to Speaker Shrestha and Minister Jamakattel separately on Saturday, demanding the town be named the provincial capital permanently. Four student unions close to the CPN-UML, the Nepali Congress, the Maoist Centre and the Rastriya Prajatantra Party have launched protests.
