Pre-budget discussions start on May 9

The pre-budget discussion for the upcoming fiscalyear will commence on May 9 and continue for three days. According to schedule of the new session of the House of Representatives, announced by Speaker Krishna Bahadur Mahara on Wednesday, the Minister of Finance will present the priorities of the budget for fiscal year 2018/19 on May 9. Members will discuss topics listed in the priorities.

The discussion in principle is a parliamentary practice to incorporate issues raised by Members of Parliament in the budget before passing it. The budget session of the Lower House starts on Sunday.

After the conclusion of pre-budget discussion, President Bidhya Devi Bhandari will present the government’s policy and programme in the third week of May.

Members will discuss for few days before the HoR endorses it after Prime Minister KP Sharma Oli answers MPs’ queries.

The House will table the budget on May 29 as per the constitutional provision. Members shall discuss the budget for a week with the Finance Minister answering MPs’ queries.

The House will endorse the national budget by the June first week, according to the schedule.

“The HoR then will focus on discussing the laws and their endorsement,” Mahara said at the press conference. The House has to pass dozens of Acts over the next ten months. Those related to fundamental rights by October 19 and others by March 4.
