The 17th Extraordinary Congress of the All Nepal Football Association (Anfa) in Chitwan on Wednesday decided to form provincial committees as per the federal structure of the country and increase the number of voters to 92 from the existing 77 for the central-level election.
The congress approved the executive committee’s proposal to form a 17-member provincial committee having a president, three vice presidents and 11 members. The president will nominate general secretary and treasurer, said Anfa spokesperson Kiran Rai. The congress also decided to scrap any act that contradicts to the acts of National Sports Council (NSC). The NSC had asked Anfa not to amend its statute until it finalises its own amendment of the sports act.
The congress meanwhile rejected the executive committee’s proposal to provide voting rights to provincial committees. It has also decided to increase 15 voters for its central election, providing additional two voting rights to ‘B’ Division clubs who previously had nine. The ‘C’ Division clubs will have nine votes from previous set up of five. Anfa also decided to increase the number of ‘B’ Division clubs to 16 from 12 and ‘C’ Division clubs to 18 from 11.
Four voting rights will be given to the top four teams of the soon-to-be introduced Anfa President’s Cup. There will be five new district football associations who will also be provided with the voting rights. The ANFA President’s Cup is a new competition to be played by the champions of each province, who come from the district league. The four teams will then join the top six team of the Martyrs’ Memorial League to play the National League.
Also, the financial regulations, players regulation, work execution regulations and the employee regulations were approved by the congress. Anfa President Sherpa said that the financial transactions at the football governing body will now be more transparent after enforcing the financial regulations. “Before the election, we had promised transparency within three months and we have fulfilled the promises,” said Sherpa.
Sherpa was elected at the held of the football governing body of Nepal on May 5.
